Here's your design with finishing effects, and some closeups for detail.
The tartan-maltese has dramatic lighting, casting subtle shadows. All the gold-colored elements are now in a soft, shiny gold, with bevels and drop shadows. The badge has a mild "sand" texture, embossed louvers and accents, and a cool highlight on the black rim, near the "Fire" in Fire Department, (and at the opposite side). The eagle and fire truck have embossing as well, and do cast the appropriate shadows. Their textures have no bevels, similar to how rust might look. The flames are bold and colorful.
